How General Schedule pay actually works

General Schedule pay is built on three numbers: your grade, your step and your locality. Your grade is set by the position you hold. Your step moves up over time as you gain experience in that grade. Your locality is based on your official duty station, not your home address.

Each year OPM publishes a new base schedule and a new table of locality percentages. Your actual paycheck is calculated as base pay × (1 + locality percentage), capped at the statutory Executive Schedule Level 4 pay cap for the highest grade-step combinations.

Grade

GS grades run from GS-1 to GS-15. GS-1 through GS-4 are typically entry-level clerical and support roles. GS-5 through GS-8 are early-career professional and senior technician roles. GS-9 through GS-11 are full-performance professional positions. GS-12 through GS-15 are senior specialist, supervisory and executive positions just below the Senior Executive Service.

Step

Every grade has 10 steps. Step 1 is the entry salary for the grade, and Step 10 is the maximum. Steps 1-4 take one year each, Steps 5-7 take two years each, and Steps 8-10 take three years each. A quality step increase (QSI) can shorten that timeline by a year.

Locality

Locality pay adds a percentage on top of base pay to recognise geographic differences in labor costs. Employees whose duty station does not fall inside a named locality receive the Rest of U.S. rate.

  • What is the General Schedule base pay table?
    The base General Schedule pay table is the nationwide salary schedule for GS employees before any locality adjustment is added. It has 15 grades and 10 steps. The base table is updated each year when the President issues the annual pay plan under 5 U.S.C. § 5303.
  • Who uses the base GS table vs. a locality table?
    Nearly every civilian GS employee is covered by a locality pay area, even the default Rest of U.S. table. The base table is mostly used for comparison, back-pay calculations and historical analysis.
  • How much was the 2026 GS raise?
